Traditional Cinnamon Coffee Cake

2 c unbleached flour  1 whole egg 
1/4 c granulated sugar  1/4 c water 
4 tsps baking powder  1 tbsp olive oil 
1/8 tsp salt  1/4 c granulated sugar 
1 1/4 c fat-free evaporated milk  1 tbsp cinnamon 
Preheat oven to 425. Prepare a 8" square pan with cooking spray; set aside. In a mixing bowl, combine flour, 1/4 cup sugar, baking powder, and salt. Add milk, egg, water, and oil. Mix until all is moistened. Pour batter into prepared pan. In a small bowl, combine remaining sugar and cinnamon. Sprinkle mixture over top batter in pan. Using a knife, swirl mixture into batter. Bake for 25 minutes, or until toothpick inserted in center comes out clean.
