Fudgy Oatmeal Squares

1  cup  quick cooking oats  1/2 tsp  salt 
1 1/2 cups  boiling water  1/2 cup  margarine, softened 
1  cup  unbleached flour  1  tsp  pure vanilla extract 
1 1/2 cups  granulated sugar  2  whole  eggs 
1/2 cup  cocoa powder, sifted  1/4 cup  powdered sugar, sifted 
1  tsp  baking soda  
Preheat oven to 350. Prepared a 13"x9" pan with cooking spray; set aside. In a small bowl, combine oats and water; set aside. In a mixing bowl, combine flour, sugar, cocoa powder, baking soda, and salt. Stir in margarine, oat mixture, vanilla extract, and eggs. Mix well. Pour into prepared pan. Bake for 40 minutes, or until toothpick inserted in center comes out clean. Once squares are cooled, sprinkle with sifted powdered sugar.
