Frank's Casserole

6 servings

2 lbs baking potatoes  2 tbsps light margarine, melted 
peeled and cut into 1/4 slices  2 tbsps unbleached flour 
1/4 c water  1 c water, hot 
1 lb fat-free hot dogs, cut into thin slices  3 tbsps white vinegar 
1 c celery, sliced  2 tbsps granulated sugar 
1/2 c bell peppers, chopped  1/8 tsp black pepper 
1/2 c onions, chopped  
In a 2-quart glass casserole dish, place potato slices and water. Cover and microwave on high for ten minutes, stirring after half the cooking time. Drain. Place hot dog slices in a 1-quart glass casserole dish. Cover and microwave on high for four minutes. Stir in potatoes. Place chopped vegetables in a 1-quart casserole. Cover and microwave on high for four minutes. In liquid 2-cup measure, combine melted margarine, flour, water, vinegar, sugar, and pepper. Microwave on high for three minutes, or until thickened, stirring once during cooking time. Add vegetables to potatoe mixture. Mix well. Then add margarine mixture. Cover and microwave on high for five minutes, or until heated through.
