Preheat oven to 375. Prepare a 8" square pan with cooking spray; set aside. In a mixing bowl, combine flour, sugar, oats, baking powder, and salt. Add margarine, cinnamon apple sauce, egg, and vanilla extract Mix until blended. Spoon half of batter into prepared pan, spreading evenly. In another mixing bowl, combine chunky apple sauce, raisins, brown sugar, and cinnamon. Pour evenly over batter already in pan. Spoon remaining batter over top, spreading evenly. Bake 30 minutes or until lightly browned on top. Cool for 15 minutes and then into bars.
